It is $12 for a reason. The core of the heat sink is hollow where a stock Intel heat sink is solid. The clips do not hold very well. The fan comes off easy enough and I used it replace the broken fan on the stock heat sink.

Great upgrade from the Intel stock cooler at a surprisingly low price. Definitely the cheapest brand new replacement I could find and while its performance is certainly nothing special, it does the job on low powered systems, handling my i3 6100 just fine.
